BIOGRAPHY

Life and Work

Reisch studied law in Vienna and Innsbruck and, after taking his doctorate in 1889, entered the financial administration. In 1910 he was promoted to section chief. Later he took over the management of the Boden-Credit-Anstalt and subsequently served as state secretary in the State Office for Finance (1919-20) and as president of the Austrian National Bank (1922-32). In the course of his work he made a name for himself as a determined advocate of a strict consolidation of the state budget. In 1906 Reisch gained his habilitation in fiscal law and taught "accounting" at the University of Vienna until 1928. He also acted as co-editor of the collective work Wirtschaftstheorie der Gegenwart (Contemporary Economic Theory, 1927-1932) and of the Zeitschrift für Nationalökonomie (1930-1937). He himself published several contributions on questions of payment transactions and monetary policy.
